During the first year, PhD students must attend a series of organized activities, as well as other activities linked to by the individual curricula.
The PhD students attend advanced courses lessons as auditors:
a) in collaboration with the Mario Galizia 2nd level Master in European Parliamentary Institutions for consultants;
b) in collaboration with the 2nd level Master in Fiscal Federalism, public expenditure control and subsidiarity;
c) in collaboration with the 2nd level Master in the International Protection of Human Rights, in order to fill any gaps and choose the subject for the thesis with greater awareness;
d) in collaboration with the Module Jean Monnet "Comprehending European Citizenship and Immigration Law".
For first year PhD students, there is also a course in Legal English “Academic Writing and Public Speaking”, aimed at learning and improving critical reading skills, academic writing skills and communication tools in English.
In addition, the PhD course organizes a series of lectures on the legal research method involving university professors. In addition to this course, one with fewer hours is organized depending on the individual curricula on specific topics.
The PhD Board organizes a series of compulsory conferences, conventions, lectures and seminars, held by internal and external PhD teachers, for all PhD students.
In addition, PhD students participate in activities for journals related to the Panel of Professors, observatories and workshops (law, reviews of new publications, etc.).


Method of choosing the subject of the thesis

During the first year, PhD students identify the topic of their doctoral thesis based on the interests and the in-depth studies developed during the seminar and research activities organized by the PhD Board together with their tutor (and co-tutor) assigned to them. The doctoral students prepare, under the supervision of the tutor (and co-tutor), a provisional index for their doctoral thesis and identify the main bibliography on the subject.

Admission to the second year

At the end of the first year, PhD students draft a written report on their research activities. The PhD Board takes into account: research activities carried out independently, active participation in the organized educational and training program, the publication of at least one article, a review or comment to a sentence, and the preparation of the thesis project in assessing the admission of PhD students to the following year.

Second-year PhD students are required to attend common PhD activities and those specific to the curriculum, in order to strengthen specialist training activities. In particular, they are required to attend a series of conferences, conventions, lectures and seminars, held or proposed by the members of the PhD Board. In addition, PhD students study their thesis in-depth, also through by study abroad, and prepare at least one chapter of the doctoral thesis under the supervision of the tutor (and co-tutor). During the year they will be asked to present the progress of their research. All PhD students are also required to publish at least one article, review or note to a sentence during the year.

Method of preparation of the thesis

All PhD students enrolled in the second year are required to carry out research on the agreed topic under the guidance of the tutor (and co-tutor) indicated by the PhD Board at the beginning of the first year, based on individual interests and attitudes. PhD candidates are encouraged to carry out studies and research abroad at universities and research institutes at the forefront in terms of the methods and themes chosen for their doctoral thesis. They are also asked to draft a chapter of the thesis which will be evaluated by the tutor (and co-tutor).

Admission to the third year

At the end of the second year, PhD students submit a written report on their research activities and present their thesis work to the Board. The PhD Board examines the research work carried out and suggests any necessary or appropriate in-depth studies, also on the basis of a possible interview with the PhD student on the results obtained thus far and prospects for further development.
The PhD Board, in assessing the admission of PhD students to the third year, takes the research activities carried out independently by the PhD students, the progress of the research for the PhD thesis, active participation in the educational and training program organized by the PhD Board, as well as the publications, into account.

The PhD students enrolled in the third year continue and complete the research on their chosen topic, which will be submitted to the tutor (and co-tutor) and then to the entire PhD Board.
During the year, they will also participate in seminars and research meetings organized as part of the PhD program, with the aim of deepening their research work thanks to ideas related to current institutional issues and emerging areas of research in the field of comparative public law, international and European Union law, national and European administrative law, public economic law and international human rights law.
The doctorate promotes specific research hypotheses put forward by the PhD students, through the publication, during the third year, of at least one article, one review or one comment to a sentence, while respecting the main objective of concluding the doctoral thesis.
For doctoral candidates attending the XXIX cycle, the PhD Board will identify the two external evaluators for each doctoral candidate to whom the theses will be sent by October 31.


Method of admission to the final examination

The PhD Board will examine the research carried out over the previous three years, included in the doctoral thesis, suggesting any necessary or appropriate insights and assessing the accuracy, maturity and originality of the research. For PhD students prior to the XXIXth cycle, the PhD Board will also express in writing their judgement of suitability/unsuitability for discussion and propose, if appropriate, postponing the discussion to the second session of the current academic year or to the following academic year.

Final examination

PhD students will discuss their doctoral thesis before a Commission, chosen by the PhD Board among professors of Italian universities in the subjects under study, taking into account the particular issues on which the research focuses, suggesting any necessary or appropriate in-depth studies and assessing the accuracy, maturity and originality of the research.
For PhD students prior to the XXIXth cycle, the PhD Board will also express in writing their judgement of suitability/unsuitability for discussion and propose, if appropriate, postponing the discussion to the second session of the current academic year or to the following academic year.
