Research: The relations between the Council of Europe and the United Nations (1949-1971): Genesis, dynamics, and interconnection.

In recent years, there has been a significant increase in studies on European integration. The once-dominant historical view focused on the Petite Europe as sole driver of this seemingly teleological “process” has gradually been dismantled. More recent scholarship has illuminated a broader range of actors who have contributed to European integration, in line with the principles of the “provincialisation of Europe” . Understanding the history of the Council of Europe is a crucial part of this effort. Both large-scale and narrower studies have been conducted on the organisation. With the traditional narrative deconstructed and previously overlooked aspects brought to light, it becomes essential to connect these pieces to better understand how today’s European Union emerged from complex relationships and the actions of multiple actors. This is why the study of the relations between the Council of Europe and the European Union, for example, is of great interest .

Despite the growing amount of scholarship, the relationship between the Council of Europe and the United Nations is largely overlooked. Yet, it is crucial to delve deeper into the interactions between these two organizations, as their synergy has played a significant role in shaping the European space. This research aims to uncover and explain this dynamic. This doctoral project will thoroughly investigate the relationship between the Council of Europe and the United Nations from the post-World War II era to 1971. It will offer a comprehensive overview, examining the interactions between their respective secretariats and extending to the Council of Europe’s collaboration with various UN agencies, including UNHCR, OHCHR, UNICEF, OCHA, UNDP, UNECE, UNESCO, WHO, the World Bank, and FAO .

The study will trace the evolution of both organizations over time, analysing how they have converged in response to different historical events. By doing so, it seeks to offer a fresh perspective on the roles and interactions of these institutions, enriching their individual histories as well as the broader narrative of European integration. This approach will also enhance our understanding of past and present international dynamics, particularly in areas like conflict resolution, human rights protection, and global development challenges.
