Research: The communication and institutional marketing of public policies after the Covid 19 pandemic: the National Recovery and Resilience Plan. A comparative study of Southern Europe: Puglia, Occitania and Andalusia

Journalist and public communicator. Since 2016 Social Media Manager at the Agency for territorial cohesion, where I deal with digital communication, social media management and administrative acts.
Chief Editor of Cohesion Magazine, a newspaper dedicated to cohesion policies.
Since January 2022 I am the National Coordinator of the Cohesion and PNRR Table of PA Social.
In the past I worked at Formez PA, the Sicilian Region and other public and private entities, where I dealt with communication and public policies.

Research Project: Communication and institutional marketing of public policies after the Covid 19 pandemic: the National Recovery and Resilience Plan. A comparative study of Southern Europe: Puglia, Occitania and Andalusia

With the National Recovery and Resilience Plan, our country's public policies are at an epochal turning point: guaranteeing the economic and social revitalization of the territories, improving the quality of life of citizens and thus guaranteeing a concrete restart after the pandemic. The European Funds of the Next Generation EU guarantee a significant financial framework to carry out the reforms necessary for decades. Institutional communication and marketing are no longer a tinsel or a simple fulfillment, but represent to all effects an integrative phase of the effectiveness of public policies. Therefore it is essential to build a communication and institutional marketing strategy capable of effectively describing the cohesion policy of the coming years, following the common thread between opportunities and impacts of the interventions, and the concrete achievements of the National Recovery and Resilience Plan. This is a current necessity, given the low percentage of citizens who declared that they know the PNRR and the measures implemented by the government and institutions. Knowledge means awareness, and contributes to the formation of an active and mature citizenship. With these premises, the research project intends to analyze the communication carried out on the PNRR from 2020 to 2022, considering the actions implemented by the Government and by the central and territorial institutions involved. By analyzing the scientific literature of public policies, public communication and institutional marketing, a conceptual map will be reconstructed which is useful for framing post-pandemic interventions. The research is accompanied by a comparative analysis of the communication actions carried out in three different South of Europe, Puglia, Andalusia and Occitania. At the end of the study and research phase, and on the basis of the reconstructed concept maps, a model of institutional communication and marketing strategy will be proposed, useful for enhancing the effectiveness of the public policy narrative.
