Urban decay is a complex, multidimensional phenomenon that affects the quality of the built environment, socio-economic dynamics, and territorial attractiveness, making regeneration a policy priority. Scarce financial resources and heterogeneous contexts require transparently identifying the most critical urban areas for priority action, avoiding discretionary choices not grounded in objective evidence. Against this backdrop, the research proposes an analytical and interpretive tool to measure and map urban decay, supporting decision-making by public and private actors and the planning of interventions. The study develops a decision-support model that structures urban decay into three components: physical-environmental, economic, and social. For each component, a composite index is built from elementary indicators using data-driven, multi-criteria methods. Results are georeferenced and visualized through thematic maps. Model robustness is assessed via sensitivity analysis. The methodological approach is applied to the city of Rome at the scale of urban zones and tested on the ex Fiera di Roma regeneration project to estimate potential impacts. The intermediate and final outputs provide an objective basis to establish a prioritized list of interventions, guide resource allocation, and support public–private negotiation. The model’s experimentation confirms its validity and applicability as a dynamic tool, also suitable for longitudinal monitoring.
