Research: "The Financing of the National Health Service Between Constitutional Principles and Sustainability Constraints”

The undersigned, currently a Ph.D. candidate in Public Economic Law at Sapienza University of Rome, began her Master’s Degree in Law at Luiss Guido Carli University in 2019, where she developed a strong interest in Administrative Law, achieving top marks in the subject and deepening her study of public contracting.

In March 2024, she obtained her Master’s Degree in Law ahead of schedule, with the final grade of 110 Cum Laude and Special Distinction, with a thesis in Administrative Law entitled “Public-Private Partnerships in the New Code of Public Contracts: Issues and Prospects.”

Subsequently, in July 2024, she was awarded a Ph.D. position in Public Economic Law at Sapienza University of Rome, with a scholarship.

As part of her doctoral studies, she conducts research on the financing of the healthcare system, which constitutes the subject of her doctoral dissertation entitled “The Financing of the National Health Service Between Constitutional Principles and Sustainability Constraints.”

She actively participates in academic life, attending conferences and scholarly seminars. In particular, she was a speaker at the 6th I-CON.S Italy Conference (2025), held at the University of Cagliari, delivering a paper entitled “The Impact of Algorithms on the Market: Anticompetitive Risks and Economic Distortions.”

She has also been awarded two tutoring contracts, following successful participation in university selection procedures, and carries out teaching support activities in the fields of Public Law and Administrative Law.

In parallel, she has published a scholarly contribution on Project Financing, entitled “The Selection of the Promoter in the New Code of Public Contracts: Between the Absence of Regulation and EU Law Principles,” published in the journal Amministrativ@mente (Issue No. 3/2025), following a positive peer-review process.

From a professional perspective, she completed her legal traineeship at the law firm Vinti & Associati, with which she continues to collaborate, and she is enrolled in the Register of Trainee Lawyers of the Rome Bar Association.

Finally, she is a member of the Editorial Board of the journal Appalti e Contratti, Professionisti e Imprese (Maggioli Editore), for which she drafts commentaries on significant case law decisions.
