Public housing, commonly known as 'social' housing, has had a decisive impact on European urban development since the late 19th century. This segment of the built environment has not only improved housing standards for the working classes, but has also provided a platform for architectural and urban innovation. Today, however, the modern building stock faces significant challenges: obsolescence, critical energy issues and the need for structural and functional adaptations call into question its suitability for the objectives of the European New Green Deal and new sustainability standards. Among these challenges, the regeneration of social housing is a key issue. Suburban areas, often characterised by post-war complexes, are particularly affected. In Italy, the experience of Rome is emblematic, with social housing covering 12% of the urbanised area. At a time when housing must be reaffirmed as a primary social service, the research poses the fundamental question: "How and with what strategies can the existing building stock be upgraded? The construction of prefabricated buildings in the 1970s and 1980s marked an important phase in the history of public housing in Italy. Designed to respond quickly to housing needs, these buildings now face problems of deterioration, energy inefficiency and functional disconnection from contemporary needs. The lack of adequate maintenance and the negligence of the life cycle of the buildings have led to a situation where entire complexes are not only technically obsolete, but also socially and urbanistically isolated. In this context, an approach combining technological innovation, sustainability and social participation is needed to redefine the role of these buildings in the urban context.
