Prof. Manuel Pedro Rodríguez Bolívar is Full Professor of Accounting at the University of Granada. He teaches Financial Accounting and Public Sector Accounting in the Department of Accounting and Finance, and he has been the coordinator of all subjects of Financial Accounting in the degrees of Finance and Accounting, Administration and Business Management, and double degree in Business Administration and Management and Law for more than 25 years. He has also been a visiting professor at the Utrecht Universiteit and the Sapienza University of Rome, and he is currently a professor of more than 4 official master's degrees, as well as a visiting lecturer in master's degrees in other universities such as the Autonomous University of Madrid.
His research interests are mainly related to the disclosure of financial information, accountability, the implementation of emerging technologies in Public Administration, open government, smart governance in smart cities, public sector financial sustainability and analysis of international public sector accounting standards. He is considered one of the most influent scientists in the world in the field of e-government and smart cities, and he is author of a paper included in the list of the 20 "highly cited paper" by the Web of Science database (Thompson Reuters) in the field of smart cities. Indeed, in the last four years (2019, 2020, 2021 and 2022), he has been included into the list of 100,000 top-scientists in the world classified into 22 scientific fields and 176 sub-fields (see https://data.mendeley.com/datasets/btchxktzyw/6) and in the list of 100,000 top-scientists in the world according to their impact from 1996 up to now.
He is also the author of more than 65 papers published in 35 different international journals indexed in the Journal Citation Report, among which highlight Public Money & Management, Journal of Public Administration Research and Theory, Government Information Quarterly, Public Administration and Development, Online Information Review, International Review of Administrative Sciences, American Review of Public Administration, ABACUS, International Public Management Journal and Administration & Society. He has also authored more than 40 book chapters published in prestigious international publishers such as Kluwer Academic Publishers, Springer, Routledge, Palgrave, Taylor and Francis and IGI Global, and he is author of papers presented to national and international conferences (more than 100 contributions).
He finally holds the position of Editor in Chief of the journal Sustainability (Journal Citation Report -JCR-) in the section sustainable management, Editor in Chief of the International Journal of Public Administration in the Digital Age (IJPADA) (Emerging Sources Citation Index), Deputy Editor in International Review of Administrative Sciences (Journal Citation Report), and member of the Editorial Board of Government Information Quarterly (Journal Citation Report), Public Administration and Development (Journal Citation Report), Journal of Sustainable Cities and Society (Journal Citation Report), Informatics (Emerging Sources Citation Index), Sci journal and other international journals indexed in international indexes. He is also the editor of other relevant international journals and editor of special issues in JCR journals, as well as editor of international books and international reviewer of research projects (including European research projects and national research projects of different countries. Such as USA, Poland, Canada, Czech Republic, Belgium, etc.), and a member of the reviewers’ team in more than 70 journals indexed in the JCR. Finally, he is collaborator of United Nations to assess both local e-government development in cities for the report “2020 United Nations E-Government Survey” (https://publicadministration.un.org/egovkb/Portals/egovkb/Documents/un/2020-Survey/2020%20UN%20E-Government%20Survey%20(Full%20Report).pdf) and the Office for Disaster Risk Reduction (UNDRR).
In the area of management, he has held responsibility in management positions since 2007 uninterruptedly until July 2023 and has been positioned, among others, to perform the positions of Executive Vice-Secretary of the Euroárabe Foundation of Higher Studies, Director of the Economic Office of the University of Granada and Director of Economic Affairs of the University of Granada (Vice Chancellor of the University of Granada). He is member of the Organization and Scientific Committees of the most recognized International Conferences in the field of digital government (HICSS, EGOV-CeDEM- ePart, dgo, ICEGOV, etc.), he is track chair and head of workshops in the information systems area and, particularly, in the smart governance area. Also, he has also been, and is, a principal investigator of research projects and has performed the work of ERASMUS coordinator uninterrupted since 1997 in more than 5 different destinations.
