Previous positions He is full professor of administrative law at the University of Tuscia since 2000.
He received his Ph.D. in public law from the University of Bologna (1989);

Visiting academic positions He was a visiting professor at American University's Washington College of Law in the 2001-2002 academic year. He studied at Cornell University (summer 1993) and at University of Pennsylvania Law School (summer 2008)
Teaching activities and PhD supervision He has also held, by substitution and entrustment, numerous other university teaching assignments at LUISS, at the University of Rome "La Sapienza", and at Lumsa.
In third-level training courses, among others, he has given lectures or teaching modules, in the Postgraduate Course in Administrative Sciences of the Faculty of Law of the University of Rome "La Sapienza";
in the Second Level Master's Degree Course in "Administrative Law and Science of Administration" of the Universities of Rome "La Sapienza" and Roma Tre and in the Master's Degree Course in "Administrative Law" of the Luiss Guido Carli University; in the PhD courses of the University of Tuscia and LUMSA; in the monographic courses of the School of Specialization "Studies on Public Administration-SPISA" of the University of Bologna.
He has been tutor to numerous PhD students.
Other work experience (e.g. consultancy if any) He has been an advisor to numerous public institutions (e.g., European Parliament, Presidency of the Council of Ministers, Ministry of Economy and Finance, Lazio Regional Council, Municipality of Milan, Competition and Market Authority, CIVIT, FORMEZ, Department of Public Service), and to companies and private entities (e.g., Lottomatica. Ferrovie dello Stato, Vodafone, Talmud Foundation).
In this position, he has been a member of numerous study commissions and working groups, in some cases even assuming the chairmanship, especially in the following subjects: implementation of Law No. 241/1990; administrative and regulatory simplification; reform of administrative organization and relations between national administrations and regional and local ones, with particular reference to the decentralization of functions and the allocation of resources; Public Services Charter; divestment of the real estate assets of the Municipality of Rome; privatization of public companies.
In addition, he has been (or is) also a member of the following bodies: Supervisory Committee of Cassa rurale ed artigiana of Modugno, under special administration; Scientific Committee of CONSOB; Selection Committee, appointed by the Minister of Education, the University and Scientific Research, for the evaluation of proposals submitted under the "Rita Levi Montalcini Program for Young Researchers"; Selection Committee for the evaluation of proposals submitted under the "Future in Research" Program, for the SH sector; Committee on Access to Administrative Documents; Governing Council of the Italian Supreme Court; Extraordinary Commissioner of the National Academy of Dance; Technical Secretariat for Research Policy, at the Department for Higher Education and Research of the Ministry of Education, University and Research; Judging committee for the "Felice Gianani" Scholarship.

Namely, those concerning: European public enterprises, the principles on administrative procedures, Italy's regulatory policies and administrative reforms; the indirect enforcement of EC decisions-; The national administrative system under the EC; The indirect effects of the EC principle of free competition: the liberalization of trade, of professional associations, and of local public utilities- a NRC research); A structural and legal analysis of the national and EC compound proceedings ; The national administrative system under the EC; The simplification of administrative procedures; The E-government; The Global legal area; Gatts and its consequences on the national administrative law; Better regulation: impact assessment, simplification, transparency and participation.
Editorial activity Since 1986 he has written in the Public Law Quarterly Review.
Since 1994 he has been member of the Scientific Board of the legal periodical “ Administrative Law Journal” directed by Prof. Sabino Cassese, published by Ipsoa, Milan.
