Thesis title: La governance multilivello per la tutela della salute, dell’ambiente, della biodiversità e del clima

The purpose of this research is to examine the and its evolution into Planetary Health within the international, European, and national legal frameworks. The aim is to investigate the governance model of Environment and Health that has developed to date in light of a multi-level protection system. One of the objectives of the study is to highlight both the interaction between the national legal system and supranational sources, and the dialogue between scientific knowledge and political decision-making. Furthermore, for the purposes of this research, the legal nature and operational scope of the One Health paradigm have been explored, raising the question of whether it should be understood as a legal principle, an applied methodology, or a new model of global governance. Within this framework, the research examines some of the impacts of the One Health approach, already reflected in various EU plans, programs, and legislative acts, on the national legal system. It also investigates national environmental governance following the establishment of the National System for the Prevention of Health Risks from Environmental and Climatic Factors (SNPS). This system contributes, within its areas of competence, to the definition and implementation of national prevention plans and healthcare levels (LEA) linked to primary prevention priorities, while ensuring consistency with the Essential Levels of Environmental Technical Performance (LEPTA), currently being implemented pursuant to Article 9 of Law No. 132 of 28 June 2016, which established the National Environmental Protection Network System (SNPA).
